Is a central HRV system always more energy-efficient than a decentralised system?

No. Energy performance is not determined solely by a heat exchanger's heat recovery efficiency. Fan energy, duct resistance, leakage, commissioning, actual ventilation demand, control strategy and usage also determine the outcome. Compare the whole system and actual usage instead.
