Not without limit. A low value usually indicates plenty of fresh air relative to occupancy, but additional ventilation also requires energy and can affect noise and comfort. The goal is therefore not ‘as low as possible’, but ventilating sufficiently and in good time for the desired quality in the room that is actually being used.
