Is CO2 the same thing as overall air quality?

No. CO2 is primarily a useful indicator of occupancy and the degree of air renewal in a room where people are present. It does not tell you everything about, for example, particulate matter, volatile compounds, moisture or outdoor air quality. That is why base ventilation remains necessary, even when a CO2 sensor measures low occupancy.
