Does HRV mean fresh outdoor air is no longer needed?

No. HRV is precisely a way to supply fresh outdoor air with less ventilation-related heat loss. Used indoor air is extracted and replaced with outdoor air. HRV does not simply recirculate the same room air as ventilation air.
